searching ent membership on demand using "USERCONTEXT"

Hello, 

I am planning to open new report to all entitlement owners to check ent membership joining with users table. they can check membership information on demand. 

USERCONTEXT will be "Ent owners" 

but due we have high volume of entitlements, every time when we run the report. it's not being run properly even if query is correct. 

Is there a way to make this report run faster if someone has working query?

Can you provide the sql query you are using and also the count of records its fetching when you run it as admin user.
