Scheduling entitlement owners campaign Quaterly

For access review , I want to schedule entitlement owners campaign on Quaterly basis. .How can I able to achieve this ?

When creating the campaign, you will put in all the filters for entitlements you want to review quarterly and schedule.

Select all the applications and put all the filters in Configuration and Advanced Campaign Configurations.

You can launch the Campaign in Preview mode or Active mode 
Cron Expression and next runs: 0 0 0 ? 1/3 2#1 *

I couldn't understand in advanced configuration or in Configuration where to add the filter . Can you please elaborate me more ? Also, when I schedule the campaign , The campaign is activated on time but no email is triggered for the certifier . What can be the reason for this ?

@anjali_5  Emails are not triggered someone else also raised this issue. please raise support ticket.

During campaign launch you have option as Schedule
