Role Owner Campaign not displaying Step 2

I am launching a Role Owner campaign and not able to figure out a way to enable step 2 to show up where you can attest users having the Role.

I can only see Step 1, where the Role owner can certify if the Role belongs to me or not.

I can't seem to find any configuration at Global configuration for Role Owner as well for enabling step 2.
