We are using below technical rule:

Remove access if birthright access if the condition fails option is not working.

We have tried by enabling the global configuration but still it is not working.

what could be the issue?

Was the access initially granted as part of the birthright account and access?

Yes, the entitlements are assigned as birthright with the same rules
