Only update user via update user form if at least one attribute is updated

We have configured user create and update forms using the below config in Global Config > Identity Lifecycle

The problem is, that the update form allows the users to submit the form even without making any changes to the attributes, which creates an empty meaningless request:

Selecting the user for update:

Now here is the form, and you can just press the submit button without any changes to any field and that creates a meaninless request where nothing is getting updated:

As you can see below there are no attributes to be updated and the user's manager is getting a request to approve nothing:

Is there a way to restrict users from submitting the form unless they change something on the form?

Seems the submit is automatically enabled inspite there is no change detected on the page.

@DaanishJawed I believe this is a bug.
