Launch Certification from User Update Rule - where is template stored?

When first configuring a campaign from a rule, there are default values.  Where are those coming from?  They do not match any of the user manager certification templates values and there is no place to select a template.

When you launch certification from update rule you will manually configure the certification in rule it self. It will not use regular campaign template.

Also I want you to check if you have anything configured in

1. Global Configuration or

2. Admin->Settings->Campaign Configuration
