Is Consult Feature in Workflow available in v23.5 or v23.9

can anyone please list down the version, in which Workflow as consult feature available?

Could you please elaborate further what do you mean by workflow as consult feature. 

Consult feature in campaigns was already available in older versions.

As you mentioned, as Consult feature is present campaigns. do we have same consult feature in workflow?

Use Allow Changing Approver feature. This is present at SAV Role level. Below document and screenshot for reference.

Consult (Campaign) : In Campaign To reassign the certification line-item to another certifier, click Consult an Add Certifier in the dialog box that is displayed. 
Search for the user and click Submit to reassign the certification to the selected user. After reassigning it to another certifier, the reassigned user can see the reassigned line item in the campaign with a Reassigned status. The reassigned user performs the attestation and approves or rejects the certification. An email is sent to the original certifier that the reassigned user has completed the certification.

As such there is nothing called consult in ARS process. Anyhow , Allow Changing Approvers is a feature in SAV role, to enable or disable the user to reassign the approval requests.

  • On - Assigned user has the authority to reassign open Access Requests request to another user in Applications > Home > My Access > Pending Approvals page by clicking Reassign.

  • Off - Assigned user is not authorized to reassign open Access Requests request to another user in Applications > Home > My Access > Pending Approvals page as Reassign is not displayed for the assignee.

There is no OOTB consult feature in workflows.  As of now, it is present in campaigns only.  You can use the options suggested by @dgandhi and @Manu269 above. 

For an OOTB consult feature in workflows, I would suggest you raise an idea request in ideas portal.
