Feature Access for UserGroups

While trying to add Users to a Usergroup, I get an error message

What feature access am I missing?

• Admin: User Groups Should works
• if you getting Please check browser logs

• Please check network logs to find which feature and APIs are having issue and giving 403 error . [Sample Image Below]
