Error importing Technical Rules

I am trying to do a bulk upload of Technical rules.

The header and rule owner header validation status checks are: All sheet validation successful

But I am received the following error for all Rules:

SheetName :: Rule Action :: RULE_NAME [Rule Name] IS FAILED : DUE TO DATA NOT AVAILABLE FOR OBJECT/TYPE

I've review https://docs.saviyntcloud.com/bundle/EIC-Admin-v24x/page/Content/Chapter05-Policies/Importing-User-U... and the video, but it doesn't provide any detail on this error.
