Enterprise role request Start time setting

HI ,

Can someone tell me where is the configuration to set the default start time for enterprise role request. 

if the request is raised at let's say at 12:00 PM, the start date is populated as 12:15. I want to set the start date as +5 mins from the request submission.

Which version is this where start time is 15min as default ?

We are in version 5.5, sp3.17, and we have 5 min as default

In sp3.x its default to 5 mins for start time and interval also is 5 min.

and in EIC(202X) its default to 15 mins and interval is for 30 mins.
