Is it possible to deprovision enterprise or application roles from users that are manually suspended on the endpoint? I'm trying to figure out why task are not getting created from our analytics.

The account should be in Active Status for Entitlement tasks to be created in Pending Status. When you Deprovision a role through Analytics, if the account is in Manually Suspended Status at the endpoint level there won't be any task created in Pending Status for Entitlements to be removed from that account.
There may be a task present with Status as 'No Action Required' in the Completed Task list when the account status is 'Manually Suspended'
