What is the difference between consult and reassign in campaign certification?

Re-assignment of the certification means that the original certifier can re-assign the certification to someone else who can review the record , take action and lock the certification for that record. 

Consult on the other hand is an advisory action - where original certifier asks someone else for his suggestion / advice for a particular record, but he himself only can finally lock the certification.

Example

John & Alexa are two person

currently John have assigned tasks for certification 

Consult 

John needs helps on completing  certification from someone (John took help from Alexa) but John wants certification to be completed John only that’s called consult. here actions are still stays with John

Reassignment 

John needs help in competing certification hence he assigned / Transferred current tasks to Alexa hence now alexa is owner of task and take all actions on that certification such as lock, approve reject
