Consult completion email triggering while secondary certifier completes the Certificate

Hi Team,

We have created one entitlement owner Campaign for an application and set the entitlement owner both primary and secondary at the application endpoint level.

In Campaign we have tagged the "Consult Complete Email Template" under basic notifications tab.

while the secondary certifier completes the certificate by taking the required actions. After this "consult complete email" is triggering to the primary certifier, but there was no consult action has been taken still the consult completed email is triggering.

Is this a correct behavior while secondary certifier complete the certificate, at that time consult completed mail should trigger?  even though there was no consult action taken in the whole certification.

This behavior is observed in application owner Campaign as well. Please confirm on this.
