Hi Team,
Can we reassign the campaign to owner's manager for entitlement owner if the primary certifier is inactive?
If yes, how can we achieve it.
Also will the manager be able to certify it and it will be added automatically as primary certifier?
Please advise.

The question is not clear but if you are asking about what happens if primary certifier is inactive then in such cases you need to configure default certifier so that the certification will go to default certifier.
Default Certifier | Use this setting to enable administrators to select a user as a default certifier to verify the accounts, entitlements, and application roles assigned to users if the original certifier (example, manager or a secondary manager) is inactive or not present when the campaign is launched. The list of selected users as default certifiers is provided in a drop-down menu. This setting is applicable for Select All Certifier and Select From Manual Query settings under Select Certifier on the Create Campaign page. It is not applicable to Select Certifier from List, which displays only active certifiers. The following are the implications of this setting in the campaign creation process:

Hi @dgandhi,
If it is User Manager Campaign instead of Entitlement Owner Campaign, and it is targeted for a set of users configured through SQL query, if some of these users do not have a manager mapped, will certifications be created for such users assigned to the default certifier, or there will be no certification created for such users without managers at all?

If default certifier is set then users with missing manager certification will be assigned to default certifier.
