Business Justification vs Comments

Being new to Saviynt here, so my question can be basic. But I want to know what is the main difference between Business Justification and comments? Why there is a need for a separate space/box/area for it?Why a single space would not have worked, like in a one box only a user could have justified its request or given a comment to it, why is it different? Does it have a deeper understanding to it?

There can be business requirements that for critical access request individual business justification per access is required.

however some organizations allows overall comment to avoid end user to add multiple business justification

Business Justification is coupled with individual entitlements for a normal access request wherein a requestor can provide the business purpose for requesting that specific entitlement.

Comments is coupled with the request as a whole. It provides the requestor an option to summarize the request details.
