Avoid generation of systemUserName when user is updated from UI

Saviynt is generating a systemUserName for users who do not have a systemUserName and have one or more of their attributes getting updated from UI. Is there a way to prevent this from happening? The global configuration does not have systemusername generation rule enabled.

set sav.generatesystemuseraftersave =False in externalConfig.properties file.

This update to the externalConfig.properties followed by a restart of the services did not help prevent the behaviour. Saviynt is tending to persist the behaviour.
