Automate Launching of Tiered Campaign

Can you automated the launching of the second certification of tiered a campaign?

First a User Manager certification will get kicked off for based on user updated rules, for the tiered campaign, can the second entitlement owner campaign be launched automatically following the completion of the user manager campaign?

Micro certification can be launched using user update rule if there is change in user attribute. If post user manager certification any fields which is getting updated then you can launch Entitlement owner certification

Can the entitlement owner certification be automatically launched after user manager certification is complete?

No as direct feature but you may achieve by custom jar which will help

Only user manager campaign can be invoked from Rules.
