Is there a way to create new account task with actionable report?

No , its not possible as the actionable report needs the account key for working on the account operations. And since account key is not created till a account is provisioned/imported in saviynt hence its not possible.

No it is not possible. No such action is available in actionable analytics

What is business use case ? why can't access request /rules can be used here ?

I wanted to find any user didnt get triggered new account by rule.
If no such action available, i will make sav4sav to update user.cp and it will trigger user update rule

Using user update rules would make sense in your case as it's not possible with actionable analytics.
