'Access Query' to restrict a new account request if they have exististing inactive account

Hi Team,

We have a requirement where user should not be able to raise a new account request if they already have an account to that endpoint.

We have enabled below config at endpoint level but its blocking user raising new account only if user has active account for that endpoint and it's allowed to request new account if account is in "Inactive" state.

Is it possible to control user access which should meet below criteria for an endpoint using "access query"

1) User having no account on the endpoint, able to raise a new account.
2) User having an inactive account on the endpoint, unable to raise a new account.
3)User having an inactive account on the endpoint, able to raise a modify account request

Access Query at the endpoint level controls the visibility of the endpoint to the endusers and doesn't support the conditional visibility of cart options (New account / modify account / Remove account).
