Access denied to Role

Hi,

We have created a custom sav role and the users in that role need to access the "Roles" page under ADMIN-->Identity Repository-->Roles. But after adding various permissions and feature access, we still see the 'access denied' message. Does anyone know how we can enable access to the Roles link?

Is this an option in 2021? How/where do you select this? I am not seeing it in 2021
