Technical Rule filter Query (HQL) does not work

I have over 20 User Update Rules and half of them are Detective. I will like to create a Detective Job, that will only detect one of the User Update rules. So I created a Detective Job with Execute Rules: Detective User Update rules and Technical Rule Filter Query: hr.hanarulekey = 13 (which is the key found in the hanarules table). 


When I run the job, it ignores my technical rule filter and detects all user update rules. In the logs, the hana rules query didn't include my hanarulekey = 13.


How can I limit the detected User update rules?
