From GUI ,Admin have option to change the owner ...


Now our problem is ...if you change the owner then new owner associated profile attribute should replace with new owner at AD target system.

1) Are you considering manager as an owner?

2) Are you dealing with service Account/ a generic user account?

The owner option is not intended for managers.

You can manage manager's information in any custom Property of account's attribute during import.

During provisioning, we are actually checking User's manager and fetching its account ID in AD specific endpoint in SSM and provision it. Similar operation is performed during Update or other scenarios.
