I know that Savyint developer employees can do this, but I do not think it has been made available for partners or clients.

What are you trying to accomplish with a local install?

I am not sure about a local install but you could get a sandbox instance of Saviynt in the cloud where you can play around as much as you want without any consequences or cleanup needed.
