How to modify invitation terms & conditions

Invitation-based user onboarding has option to display terms & conditions for new user in a pop-up window. How can I modify the content of the terms & conditions? I have a use case to display terms & conditions that is a couple of pages long.

See screen shot below for default terms view.

and when you click "Terms" link you get this

Or can you bring terms & conditions content from external web site (via links or smth).

The message on the popup can be customized through the messages.properties.

Does message.properties support html-formatting and hyperlinks?

Yes, you should be able to put simple html links in the messages.
