Service Account campaign moves directly to the completed state and has no certifications

Symptoms

On launching an SA campaign, it immediately moves to the completed state and there are no certifications within the campaign

Diagnosis

The reason we don't have any certifications is because there are no certifiers.
A certifier for a service account campaign is someone who is marked as the 'Primary Certifier' or 'Secondary Certifier' for a service account.

Solution

Primary certifier needs to be mentioned in the following path.

Admin > Accounts > (click on any service account) > Owner 

The other option is to have a default certifier. If any service account does not have a primary or a secondary certifier, it will go to the default certifier.

For service account campaign do we need to put an account query such as AccountType in ('Service Account') and status in ('Manually Provisioned','1','Active') or the campaign itself finds the accounts with account type as "Service Account"?

Account query need not be added.

I have owners listed as Primary Certifier for all the service accounts, still it is moving to the completed state directly.
