Is it possible to include inactive users (with active accounts) in certifications (like manager certification, appowner certification)?

I have tried creating manager campaign like this but it not picking up inactive users with active accounts:

Same with application owner campaign:

the account is active and is correlated to an inactive identity. The entitlements are also present on the account.

As per current product design, inactive users cannot be included in the certifications. Hence this requirement wouldn't be possible to achieve.

Launch Application Owner Certification. If should include inactive users in the campaign.
