Exclude Base Accounts from UAR if user only has Birthright Roles

We have an application which has two Birthright roles which are excluded from UARs.
95% of users only have these two roles. We are able to exclude these roles from UARs by filtering out the Birthright roles using the Campaign Entitlement Query, but the Base Account is still included, which causes the campaign to balloon in size.

We would like to exclude Base accounts from the Campaign when a user only has the two Birthright roles, but would like to include Base accounts when a user has any roles besides the Birthright roles.

Can we additionally filter out Base accounts from the campaign if a user only has the specified Birthright roles?

You can use advanced configuration to filter those accounts

We are able to filter the Entitlements, but are we able to filter out the Base Accounts specifically for users that only have the Birthright roles, but keep Base Accounts in the Campaign otherwise?
